VLT is the share of light the glass lets through, film and glass together. Source: R.I. Gen. Laws §§31-23.3-1 to 31-23.3-6, checked Nov 5, 2026. Laws change; confirm with the statute before tinting.
Rhode Island regulates window tint through R.I. Gen. Laws §§31-23.3-1 to 31-23.3-6. Below: the minimum visible light transmission (VLT) for each window, the windshield rule, what counts as too reflective, who can get a medical exemption, and how an officer checks a car at the roadside.
Legal tint limits in Rhode Island
- Front side windows: at least 70% VLT.
- Back side windows: at least 70% VLT.
- Rear window: at least 70% VLT.
SUVs, trucks and vans follow a different rule behind the driver: back side windows any darkness and the rear window any darkness.
VLT is measured through film and glass together. Factory glass already blocks some light, usually landing between 70% and 80% VLT before any film, so a roll sold as "35%" on a window that started at 75% ends up darker than 35% once installed. Officers meter the finished window, not the box the film came in.
Windshield
Film passing at least 70% is allowed on the windshield, plus a transparent strip in the top 6 inches that does not intrude on the AS-1 view area.
Federal standard FMVSS 205 sets the baseline for the glass itself: the windshield and front side windows of a new car must transmit at least 70% of visible light. State law decides what film may be added afterwards, which is why the windshield rule is usually a strip above the AS-1 line rather than a percentage.
Reflective and colored film
Rhode Island's statute sets no separate reflectivity limit; the VLT limits above still apply to metallic and mirrored films. No film colors are singled out.
Medical exemptions
Rhode Island allows darker tint with a medical exemption. DMV Adjudication Office issues a driver's-window sticker on a notarized application with an RI-licensed physician's or optometrist's affidavit stating the VLT below 70% that is medically needed.
Stickers, mirrors and enforcement
A certificate or sticker identifying legal tint is required. Installer must fix a label (max 1.5 sq in) showing its name and the film's VLT in the lower-left corner of the front window (§31-23.3-3; 280-RICR-30-15-7). If the rear window is tinted, the car must have outside mirrors on both sides. Fine up to $250 for the owner and up to $250 per offense for the installer (§31-23.3-5).
In practice
Rhode Island's 70% floor equals the federal glazing standard, so nearly any aftermarket film on factory glass fails; VLT is measured perpendicular to the glass with an approved tint meter by the citing agency. Rear-window tint at 70% and any darkness behind the driver on trucks, buses, multipurpose vehicles, limousines and funeral vehicles both require two outside mirrors. The medical form notes that conditions manageable with sunglasses do not qualify. Bills to loosen the limit (for example a 2018 25% proposal) have not passed.

Common questions about tint in Rhode Island
Is 70% tint legal on front windows in Rhode Island?
Yes. 70% is the darkest Rhode Island allows on front side windows: the glass and film together must let at least 70% of visible light through. Anything darker fails a meter check.
Can I tint my windshield in Rhode Island?
Film passing at least 70% is allowed on the windshield, plus a transparent strip in the top 6 inches that does not intrude on the AS-1 view area. Film below that line is not permitted for ordinary drivers.
Does Rhode Island allow darker tint for medical reasons?
Yes, with documentation. DMV Adjudication Office issues a driver's-window sticker on a notarized application with an RI-licensed physician's or optometrist's affidavit stating the VLT below 70% that is medically needed.
What happens if my tint is too dark in Rhode Island?
Fine up to $250 for the owner and up to $250 per offense for the installer (§31-23.3-5).
What we don't publish
No reviews, no star ratings, no "best installer" lists. Prices on shop profiles are entered by the owner and checked for format, not negotiated or verified by us; where a shop lists nothing, we say "Quote on request" rather than fill the gap. What a person at Armor Atlas does verify is that the shop exists, installs the service and answers the phone — and that check is dated on every listing.
